Being the one and only satellite operator within the entire Lao territory, LAOSAT is fully responsible for the commercial operation of LAOSAT-1 Satellite and mainly engaged in Satellite Telecommunications, Satellite Television and WBCN services. By providing the LAOSAT-1 Satellite services, LAOSAT will benefit Laotian in all aspects and to improve the society, culture, economy and scientific technology, moreover, to provide technical connection and support Laos to become Land-linked Country form Land-locked Country.
Chinese and Lao governments had the Framework Agreement on Space Science and Technical Cooperation signed on August 22, 2008.
China APMT and the National Authority for Science and Technology (NAST) officially had the Memorandum of Understanding of Lao Satellite Project signed in Vientiane, Lao PDR on September 25, 2009.
The Contract for Lao Satellite Broadcasting Telecommunication System Construction Project has been signed by China APMT, China Great Wall Industry Corporation and the Lao National Authority for Science and Technology on February 25, 2010.
The contract value is amounting to Two Hundred Fifty Nine Million US Dollars ($259,000,000.00) and the financial resource is the Favorable Export Buyer’s Credit and Chinese Government Concessions Loan from the Export-Import Bank of China.
The Export-Import Bank of China and the Lao Ministry of Finance had entered into the Buyer’s Credit Agreement of Lao Satellite Project and the Chinese Government Concession Loan Agreement of Lao Satellite Project in the presence of witnesses Chinese and Lao Presidents and Chinese and Lao Prime Minister on July 11, 2012 and November 5, 2012, respectively.

On September 2,2015,the then General Secretary of the Central Committee of the Lao People's Revolutionary Party and the President of Laos Choummaly SAYSONE was accompanied by the China Academy of Space Technology, the subordinate of China Aerospace Science and Technology Corporation, attending the ribbon cutting ceremony for the delivery of LAOSAT-1.
Development Phase:
Chinese side launches a Broadcasting and Telecommunication Satellite and establishes a Satellite Ground Control System and Satellite Broadcasting and Telecommunication System for Lao.
Operation Phase:
Laos and China APMT incorporate a joint venture company as Lao market is set to be an entry point in order to develop the satellite telecommunication market of Greater Mekong Subregion and to provide the services of Satellite Telecommunication, Satellite TV and Wireless Broadband Networks, etc.
The upgraded Ground Station of Lao Satellite Project is located at the north bank of Mekong River with a coverage area and building areas of 121,600 and 10,000 square meters, respectively. The Ground Station consists of various work and life related facilities, such as Satellite Control Center, Studio and Recording Center, Equipment Room, Database Room, Office Area, Exhibition Hall, Canteen and Dormitory.

LAOSAT-1 satellite is equipped with 22 transponders (14 in C-band and 8 in Ku-band) which will provide various services such as: Satellite transponder leasing service, satellite telecommunication and Teleport, satellite TV broadcasting, emergency support and etc.
